you need to host it somewhere.... if you don't have a webserver of your own, you could use something like http://www.imageshack.us

then you simply make the link

[img]where_your_picture_is[\img]

There must be something wrong with your instruction link as it states, quote 'The page cannot be displayed' unquote.
