It is cropped, but only on the sides, to make it square(ish) and remove clutter. The boats were almost pitch black in the viewfinder and I couldn't see the masts. I composed for the top of the bridge lights...

ISO200. Any noise would have to be attributed to my PP. My guess is that it comes from the fill-light (0.5EV) that I applied, maybe amplified by JPEG conversion. However, I can only really see it in the sky, looking very closely. Maybe that's why I didn't spot it when converting the image on the laptop...
